It was obvious that the band were still trying to select which album tracks worked and hence rotated them a lot. They also seemed eager not to do too many new tracks at that time.
Jon was struggling vocally at the beginning of this tour. Even though he delivered some raspy parts, it became obvious he had a hard time getting back into the rhythm of a full tour and was holding back at times.
